OPT Extension for STEM Majors: I-983 Training Plan

 

As of May 10, 2016, new regulations state that prior to applying for the STEM extension, an I-983 Training Plan must be completed by the student and their employer. Students with multiple employers must submit a training plan for EACH employment position.

As part of the new regulations released on May 10, 2016, a formal training plan must be submitted before a student can apply for their STEM extension.

The formal training plan must clearly articulate the STEM OPT student’s learning objectives and affirm the employer’s commitment to helping the student achieve those objectives. Form I-983 must be completed and signed by the student and the employer. It must be submitted to Jefferson OIA before a recommendation for the STEM extension can be made.

The I-983 Training Plan must be completed by the student (Section 1 & 2) and the employer (Section 4, 5 & 6).

The I-983 Training Plan must be submitted to Jefferson OIA before applying for the STEM extension. Jefferson OIA cannot recommend the STEM extension if there is no I-983 Training Plan on file.

Page 6 of the training plan is an "Evaluation on Student Progress". It must be completed within the first 12 months of the STEM extension.

Page 7 is the "Final Evaluation on Student Progress". It must be completed at the end of the STEM period (end of the 24-Months).

Both evaluations must be submitted to Jefferson OIA within the time frame allotted.

Material changes to the I-983 Training plan MUST be reported to OIA. These include but are NOT limited to:

  • A reduction in compensation
  • Reduction in work hours per week

When in doubt, report ANY changes to Jefferson OIA.

If you change employers, you must notify Jefferson OIA within 10 days of the change. Jefferson OIA must have an I-983 Training Plan for ALL employers. A new training plan must be completed as soon as the student knows they will be changing employers.
