Dr. Clark has over 25 years of operational experience in various emergency services with the last 13 years as the Deputy County Emergency Manager in Gloucester County, NJ. His background includes a M.S. in Environmental Protection and Safety Management and a doctorate in Public Administration.   He has taught in several emergency management programs at both the graduate and undergraduate levels. He brings experience from seven years in the Coast Guard as well as various emergency management positions and organizations.
